Two Former Mount Carmel Officers Sign Plea Agreements

WILLIAMSPORT — The News Item is reporting… Two former Mount Carmel police officers have agreed to plead guilty to conspiracy charges related to using excessive force on arrestees.

In exchange, prosecutors will dismiss several counts of depriving rights under the color of law. The maximum penalty includes up to 10 years in prison. David Donkochik and Jonathan McHugh were indicted for injuring arrestees, falsifying reports, and attempting to destroy video evidence.
