SUNBURY – A Selinsgrove area contractor has been charged with theft by deception and home improvement fraud by the Northumberland County District Attorney’s Office. 47-year-old Shane Polcyn of T & L Construction is accused of collecting a $4,550 down-payment from a Herndon woman in May, and then failing to do the construction work.
By law, Polcyn is required to refund the full down-payment if work is not started within 45 days, unless otherwise specified in the contract. Charges were filed in the office of District Judge Ben Apfelbaum of Sunbury. (Ali Stevens)
