MILTON – Felony involuntary manslaughter and misdemeanor indecent assault charges have been filed against a Northumberland man after a 9-year-old boy died while in his care. 58-year-old Victor Hare had additional charges added Monday in connection with the October 13 incident that killed Korbin Rager. Hare now faces felonies of involuntary manslaughter, drug delivery resulting in death, aggravated assault of a child and endangering the welfare of a child, along with misdemeanor charges of indecent assault and reckless endangerment.
New evidence released also shows that Hare had inappropriate contact with Rager. According to a criminal complaint, the autopsy done on Rager shows DNA from Hare on the young boy’s genitals.
Hare, who had been jailed at SCI Coal Township on child endangerment and gun charges, was arraigned before District Judge Michael Diehl in Milton, and his bail was raised to $750,000.
According to police reports, Rager and his 13-year-old stepbrother were at Hare’s Northumberland home when the stepbrother alerted Hare that Rager was unresponsive. Hare reportedly waited 40 minutes before calling 911. According to the Northumberland County Coroner, Rager died of an apparent overdose of Oxycontin. Point Township Police found drugs, including Oxycontin, and several guns in Hare’s home.
Rager’s autopsy showed that the Oxycontin in his system was twelve times the limit of the “maximum therapeutic range.” In addition, police found in Hare’s home a cut straw, used for snorting drugs, with Oxycontin residue on it, along with DNA from both Hare and Rager.
Rager’s mother, 30-year-old Angela Clark, is facing child endangerment charges for the incident. Police say Clark knew about Hare’s drug abuse, and that his home was not suitable for children, and she still let both Korbin and his stepbrother stay overnight at the home. (Sara Bartlett)
